I have this theory concerning the aliens incapability to destroy SHADO:
1. Their technology is far more advanced in comparison with Earth´s.
2. They are desperate because their race is dying.
That doesn´t mean they are a militarist space species. They came to Earth to kidnapp defenseless civilians, not to wage war. So, when SHADO become operational they face a terrible problem because earthlings ARE A BELICOSE species with three or four thousand years of experience in warfare.
Their technology is for light speed space travel, for transplants, but their tactics and strategies are naive or ineffective against the subdeveloped earthlings of SHADO that are more cunning and agressive.
So, that´s my impression of the tactical faults that the aliens commit constantly.
