Are those Argentina UFO cards an actual licensed product, or something
that someone created to sell on eBay?

I would bet that they were created to sell on Ebay. I saw them being distributed over a month ago and they promoted them as being "rare." The set sold for about $150.00 (U.S.) if my memory serves. And now I'm seeing them on eBay with some regularity and with the "buy it now" option which suggeststhat if they were an older set, that wouldn't be the case. I think that the seller is simply taking advantage of how sought after and popular some ofthe UFO cards are and has created an independent set that they can reproduce at random.
