I`m pretty sure it is the same actor. I can`t think of his name though.

That's Harry Baird. He seemed to get cast in some pretty weird small roles.
A Witch Doctor in The Oblong Box, a pro wrestler named Lillywhite who is out
to capture a group of female groupies who have kidnapped a male Popstar in The
Touchables. He had larger roles in films like A 1000 Convicts and a Girl,
play one of the convicts, 4 For the Apocolype, which was the last of three
Italian westerns he was in, and a sex comedy called Cool It Carol among other things

Micheal Caine's name seems to pop up a lot around UFO circles doesn't it....
his girlfriend was in "Identified" too wasn't she.

Did he have any kind of connection to the series in any way?

I don't think Michael Caine has any direct connection with UFO: I
believe that he met Sharika a couple of years after her appearance
in "Identified". However, George Sewell does appear in the seminal
Caine gangster film, "Get Carter". I'll try to dig out any other
Caine/UFO connections.

To save Nick the trouble, other UFO connections with Michael Caine are Valdek
Sheybal who appeared with him in both Deadfall and The Billion Dollar Brain.
Interestingly in Deadfall Vladek Sheybal played a psychiatrist treating
Caine's character for a fear of heights.
