I can`t see Mary Straker being in SHADO,
she comes over as being psychologically unstable.

So was Turner in Timelash. He turned around and
betrayed them joyfully.

Mary could have covered for Miss Ealand during her
vacations.

As Pam and a few of the others have noted, Mary wasn't so much "unstable" as she was under everyone elses thumb. She never seemed to have a mind of her own when it came to the really important things. She listened to every one else, and never made up her own mind. She was too Passive, in my opinion, and hoped that Straker would take her away from one set of control and give her another, that she might have liked a little better. You can see little hints of Passive-Aggressive Disoder in some of the interaction between her and her family in the hospital and during Confetti Check (What a strange name for a show)
