Wasn't Paul Foster a civilian test pilot before he joined SHADO? In the same
way that Virginia Lake was a civilian head of development for Westbrook
Electronics developing the Utronic UFO detection equipment shipped to
Moonbase and other SHADO bases... so unless Foster had been previously an
air force officer... possible... but it also mentions that he had previously
been a racing driver and had broken both legs...
...so, I have always presumed that both Paul Foster and Virginia Lake were
both promoted to Colonels straight from their civilian roles...
...something to ponder...

Colonel Freeman obviously outranks Foster et al., as he has been in the
rank longest. As Freeman is next in line to Straker -as C in C- Freeman
is Chief of Staff.
With Foster, his rank is fully a military rank, he is also senior to
Colonel Lake. I think with Colonel Lake, her rank was an honourary one, as
she was a civilian researcher working for one of the SHADO out based
civilian research groups.
