If SHADO is as good as it`s supposed to be, it should have more than 1 SID,

Having worked in the non-profit sector for a while, sometimes getting funding, even for good things, is not all that easy. Considering how many fingers seem to be in the pie with SHADO, i've sometimes thought it was a wonder the thing ever got off the ground at all.
curious now, i know it was the Astrophysical Commission (pardon my not recalling the exact wording there), and that the funds/people seemed to come from all the countries that were in on the aliens' existence, but was it actually administrated through the UN somehow or not?
