I puzzled over that one myself. Either Straker knew that the amnesia
drug would erase all memory of the CE3K,therefore SHADO's security
angle would remain intact. OR, Having
reached saturation point concerning security, and remembering how
emotioally costly maintaining SHADO's security had been for himself,
Straker chose to deal righteously with Ms. Taylor, rather than  
according to military protocol. At least, he could live with the
decision more easily.
