Yup.
PAL or NTSC DVD is not really an issue for PCs (and some standalone
players). But region encoding is, just as with standalone players.
(Region 1 for North America and Region 2 for Europe and Japan)
PC DVD region encoding is enforced in either or both the DVD drive
and DVD player software. Software protection (RPC1) is easy to beat.
Region free players or "Region Selector" software is all you need.
It's the DVD drive that's usually the problem. Current generation
PC DVD drives are region protected (RPC2) and you'll likely need a
firmware change to fix this. Unfortunately not all drives have a
patch available.
