Yes, that's the principle by which subtitles are made available
on DVDs - the amount of memory used to store the text is tiny
compared to the video material. Hence, you can get subtitles
in several languages on the same disc.

Unfortunately videotape is something of a dying technology now,
and given the relatively modest cost of DVD players and source
material, I don't think anyone will be developing a VCR with
a synchronised subtitle buffer.
