WHY DIDN'T DANIEL CLARK KILL STRAKER?

Why didn't Daniel Clark kill Straker while he had the chance? My guess is that if he had done so, he wouldn't have been able to go on to blow up the tracker station so easily.

Is the commander of the tracker station ("The Psychobombs") the same character as the bloke in "Destruction"? I know it's the same actor. The same question applies to Philip Madoc ("Destruction" and "A Question Of Priorities").
