In point of fact, some people process visual images faster than others
(Chuck Yeager couldn't watch movies because he could see each frame
individually.)
My husband can see the voltage flicker in florescent bulbs going bad a good
two weeks before anyone else around can (when the flicker slows down enough
so I can see it) He can also see scanning fluctuations in crt's. (He can't
use my monitor - it's older and flickers more than the one he uses - I can't
see it unless my monitor is having a bad day - then I hear it more than see
it.)
It's not an issue of persistance of vision, it's seeing the changes faster
than normal.
Also, people who see faster are frequently bothered by digital video
artifacts since the digital edge crawl has a larger change factor per frame
than analog sources do and so attracts their attention away from the action
of the film - like watching the show when there's a strobe going off in one
corner of the screen.

If your TV *is* dual/multi standard, you'll likely get
a better picture from PAL DVDs than NTSC ones (625 rather
than 525 horiz. lines) although some people swear that
they can see a flicker on PAL discs as this works at 50
frames/sec rather than NTSC's 60.
I believe that last bit is simply wrong (persistance of
vision etc, but it's possible that US TV's use a phospher
in the actual CRT that has a shorter persistance than PAL
TV's.
