On my Sony player, I just get a blue screen with some text saying
that you can't play this disc due to area restrictions. This is the
same error message I get on Region 2 discs. However, I think it's
possible that it's giving this error because it's a PAL disc.

The 4% speed-up is simply an artifact of them being made for a PAL TV
system. All of the UK broadcast and video versions of UFO have have
this same 4% speed-up, so in the in the UK (and other PAL countries),
this is considered UFO's "normal" speed.

In the the USA, Japan, and other NTSC countries, UFO's "normal" speed
is much closer to that of the original 35mm film. They can make new
NTSC masters running at this speed using the new PAL masters as the
source. They can simply convert them using a professional machine
that provides far better results than a cheap consumer APEX or DAEWOO
DVD player can.

What A&E releases remains to be seen... hopefully it will be NTSC
versions of these new masters. However, it seems likely that the A&E
versions won't have all of the elaborate extras that the Carlton DVDs
do. It appears that the folks at A&E simply don't care as much about
this as Carlton Visual Entertainment (formerly Carlton Video) does.
