Not sure what that means -- I think they are confusing playback with
software authoring. As the creator of the DVD, you should be able to create
any Region you want. Just a note too -- as far as I understand it, DVD
writers (consumer grade) out now can only make data discs, not movie and
data discs are not regionalized.

I'm sure others with deeper knowledge will step forward.
