Maybe because his acting sucked, compared to the others? (although I am a fan, too)

I've been reading a lot of the wonderful fics in the SHADO Library
and my one disappointment is that the show's fanfic writers don't
like my fave guy as I can't find any "Paul" stories. I'll keep
looking.
