It means: pigheadedness, stubborn, doggedness, tenacity, obstinate etc. etc.

Can anyone tell me what "Bloodymindedness" means?
Commander Straker used it once when he was talking about why the Aliens will be
defeated. I've heard the word used in other British programming, ("Yes, Prime
Minister", I think) but I never quite understood what it means and how it's
used.
It did seem odd that Straker (the American) would be the one to use that word.
