I would say that "bloodymindedness" is another way of saying "being stubborn" or "obstinate". In other situations it could also be seen as awkwardness. In the context of UFO it could refer to Cmmdr Straker's and General Henderson's attitude to each other, or Straker's determination not to let the aliens win in this secret war.
