Two things:

You must have a really good champion for the cause. Ronald Moore had
earned his stripes as one of the top-notch writers and show runners for
Star Trek Next Generation and Deep Space Nine (I'm willing to concede
that Star Trek started to go downhill after he departed). When he came
to the Sci Fi channel, they were willing to listen.

Secondly, it has to draw viewers and advertisers, and hold on to them
week after week. "Jericho" got an extension to its life due to the
hardcore fan base, but outside that, no one really cares. The same
thing happened for "Firefly" and the fans got a movie.

UFO needs a champion that will go to bat for them. A solid writing team
that just won't appeal to the fans and sci fi fans, but to a broader
audience, which is what "Heroes" has done.

I think UFO could exsist as a dark sci fi series, but it'll take the
right voices to get it back onto the air.
