Actually from the view of a military person NO! Placing the silos or missile stores next to the surface base would be suicidal. Weapons stores are kept well away. the launch silos I think are easly explained. the surface baseis a small part of whats actually there. the chutes drop to a hughspeed shuttle car that takes the pilots to their ships a short distance away from the base. That way if a silo is hit it doesnt decompress everything else. The weapons would be a few miles away since they would do less damage as the moon is airless so a smaller blast wave if they go off. there is still the decompression factor however. As to building the base and such. I did that a long time ago to house my interceptor models. Came out pretty well. And Ithink I still have the designs here someplace.
