I may be wrong, but I believe the ONLY mention about the Harlington-Straker
film studios running at a loss (or encouraged to), "There is no way to
account a profit in military estimates" is from the novel "UFO" by John
Burke (aka Robert Miall). I do that 'Robert Burke' wrote the two novels in
close collaboration with Tony Barwick, and they were both 'signed off' by
Gerry Anderson...
