They could be built / repaired on site. Given an adequate energy source,
most materials needed could be mined on the moon itself. Possibly Moonbase
is sitting on top of a very large underground mining / manufacturing complex
that is never shown in the series. It would certainly be easier to launch
something as large as SID from the moon's surface rather than Earth's
surface, for example.
