The series notes/bible states that the large flat area in front of Moonbaseis for large craft to land on. I take that as being for resupply as it's right in front of those "hanger" doors to bring large items inside. You can see part of the underground complex. The gym where Michael Billington and Derren Nesbitt fight is right next to the bottom of the launch silos. You can see an Interceptor ready to launch through a window.

SID is supposed to be in the same orbit as the Moon but on the opposite side of the Earth.
