Agreed! It was either them or some distant non- nuclear Eastern European communist state vying for a power share or supremicy; same old story.

At the height of the Cold War obviously the Soviet Bloc provided the bulk of foreign villains but, to be fair, China was reasonably perceived to be the second most likely threat to the West at the time.
Let's face it, if the bulk of film and TV villains at the time had come from Canada or Belgium it would have seemed pretty ludicrous.
