If I remember correctly, there was one! Unfortunately it seems
that either it wasn't comprehensive enough; or wasn't followed
particularly closely.

Yes indeed it does exist, although it's not a "book", but rather a
collection of memos that were issued from January 1969 and on.
Fanderson printed transcriptions of the text and very tiny pictures
of the included pre-production drawings in FAB issues #28 and #29,
which came out in 1997 and are most likely still available as back
issues. They devoted 12 pages to it, and I even quoted a few
snippets from them here when they first came out. They weren't
written by Gerry & Sylvia Anderson, but by Des Saunders. And
there's nothing on the characters -- it's all vehicles, bases,
technology, aliens, etc.
