Exposed mystery men

At the end of the "Exposed" episode when Straker brings all
the personel into his office to show Foster it was a "cover-up",
where are the two thugs that trashed his apartment?
If they were SHADO hitmen, they should have been present.
Or were they just a couple of local crooks who bust-up
apartments - without taking anything,just to keep the janitor
in a job?
The only other possibility would be they were Aliens, checking
out if any proof of their existence were present.
Any thoughts?

was any evidence of their exsistance?

You failed to consider that they might just be boyfriends of one or more of
Foster's romantic conquest showing how they felt about his moving in one there
girlfriends. That's another possibility.

Or maybe they are Foster's version of Inspector Clouseau's Kato, who jump out
on him when he least expects it to keep him in fighting shape in case, the
aforementione jealous ex-boyfriend types show up.

Or perhaps Foster lives in one of those rent controlled flats and the
landload wants him out really bad so he can tear it down and build condos.

It always struck me that they were just SHADO "hirees". They didn't HAVE
to be present at the final revelation.

It did bother me a bit that SHADO would do such a thing. They should
have just filled his bed with pudding.
