Ranks.

Kevin Lazenby-3
1 aspect of the series I don't understand
is why everyone seems to have a rank; the
lowest seems to be lieutenant.....

SHADO is a militarily-run organization. Even if not
set up by the British military, it is run on a military
basis, with even new recruits (such as Paul Foster)
given rank after basic training.

Have you noticed how many science-fiction shows have
a military connection; even Doctor Who had UNIT.

There are people with lower ranks. They are the folks referred to
as "operatives". It's kind of like the current use of "specialist" in
the US military, I think.
